The Acting British Consul General presents his compli-
ments to the Ministry for Foreign Affairs and has the honour
to state that he has received what apparently is a personal
letter from the Secretary Wai Yuk as it does not bear the
seal of the Ministry.
The letter states that the attack on the British steamer
"Lunoshan" was unintentional and it gives anfutile and child- ish explanation of how the shooting occurred. It also
suggests terms for settlement which are unacceptable.
The enclosed copy of a communication from the Whampoa Military Academy to the Maritime Customs clearly shows an
intention on the part of the Adademy to take some unlawful
action against this particular vessel.
The outrage was deliberate and murderous as several people might have been killed. The three extremely moderate demands for settlement contained in the Acting Consul General' memorandum of the 18th May must be complied with in full by
the time stated.
